Gemini 4 Carbon Takes #1 on Artificial Analysis, but Access Stays Limited
This Week in LLMs, Monday, November 2, 2026. Covers October 26–November 1.
TL;DR
- Google's Gemini 4 Carbon scored 59 on Artificial Analysis's new Intelligence Index v5, first place, but access is limited to selected cyber defenders (Google).
- OpenAI released GPT-6.1 Terra and Mistral opened the weights of Mistral Large 4, both priced well below the leaders (OpenRouter, Mistral).
- Anthropic filed for a Nasdaq IPO on October 26. Share count and price are not set (Anthropic).
Top Story: Gemini 4 Carbon Takes First Place, With Strings Attached
Google announced Gemini 4 Carbon on October 28, calling it its strongest model, aimed at long-running coding, engineering and cybersecurity defense. Artificial Analysis lists the High setting at 59 and the Medium setting at 58 on Index v5 (Artificial Analysis). Claude Opus 5.5 at max effort is next at 58, then GPT-6 Astra at 57 (leaderboard).
Access is the catch. Google says a limited rollout began with a subset of cyber defenders, with trusted partners added over time. Broader availability is planned once more guardrail work is done, with no date given. Google lists an introductory price of $2 input and $10 output per million tokens, rising to $4 and $20 later. Its security benchmark results, such as 88.2% on SEC-bench Pro, are Google's own and were run without guardrails (Google).
The index itself also changed. Version 5 adds private coding and science tests, and about 60% of it now uses held-out test data (Artificial Analysis).
Why it matters: For business users, a top score you cannot buy yet is not a purchasing option, so plan around current models. For builders, re-check any benchmark numbers you saved: v5 scores are not comparable with earlier ones, and the median output tokens per task rose from 35,000 to 59,000, which affects cost.

Model & Pricing Changes
- OpenAI: GPT-6.1 Terra launched October 26. OpenRouter lists a 1.1M-token context and $1 input and $5 output per million tokens (OpenRouter). Artificial Analysis scores the Max setting at 51, below GPT-6 Astra's 57 (changelog).
- Mistral: Mistral Large 4, about 1 trillion parameters, is open weight under a modified MIT license. Companies selling it as a hosted service need a separate license. API pricing is $0.70 input and $2.10 output per million tokens (Mistral).
- Google: Carbon's $2/$10 introductory price is the same as Gemini 4 Argon's current rate (Google).
- Anthropic: US federal, state, local and tribal governments can get 40% off Claude Enterprise, Claude for Government and the API, with no minimum spend (Anthropic).
- DeepSeek: V4.1 Flash 1017 scores 29 at High effort and 19 non-reasoning on v5 (changelog).
Policy Watch
- Treasury outbound investment rule: A proposed rule published October 26 would replace the AI category with "super intelligence systems," and developing one would be a prohibited technology for US investors abroad. Comments are due December 7 (Federal Register). Ask counsel if you invest overseas.
- DeepSeek in federal systems: A DHS order, published October 20, excludes DeepSeek products from civilian agency purchasing and requires removal from civilian IT, including third-party products built on DeepSeek. The notice text gives no deadlines (Federal Register).
- Anthropic IPO filing: The S-1 is filed but not yet effective, so no shares can be sold yet (Anthropic).
Tools Worth a Look
- GitHub Copilot Fusion: Picks among Claude and GPT models per task. Artificial Analysis found it about 2 points below Claude Code with Opus 5.5 on its coding index, at about $5.59 per task versus $11.42 (Artificial Analysis).
- Gemini app file editing: Generate and edit PDFs, documents, slides and spreadsheets in chat. PDFs work on web and mobile, other formats on web only (Google).
- Genie 4: A real-time world simulator, in research preview for trusted testers, with a waitlist (Google DeepMind).
